   I´m not sure where you are coming from, but I have found that your best best is to fly into Bogotá first (I´ve flown round trip from Washington, DC to Bogota with SpiritAir for around USD $300). From Bogotá, you can fly on a smaller Colombian airlines to your final destination (check rates from Bogota to Santa Marta on Aires, Avianca, and Aerorepublica).

   As far as housing, it depends on what you are looking for. If you just want the cheapest rates available, try http://www.hostels.com. They have dorms starting at USD $4.66 and single/double rooms starting at $5.50/per person. Of course there are fancier hostels as well, depending on exactly what you are looking for.
